How do i answer this question on a college scholarship application?

My dad works at a power plant, and the scholarship is in memory of a deceased worker, so there isn't really a theme I can bend to such as a teaching scholarship, etc. So when they ask, "What are your strongest qualifications for this scholarship?", what should I put? I dont know if they mean my motivation towards the major I'm going to go into, my financial situation, or good qualities about myself?
Help?
they actually mean all of the above… at least that is what I have put in the past and it works to sell yourself and the need for the scholarship. I received $4000 in scholarships this year. Good luck.
